These vouchers are country-locked, not merely region-locked. A code only redeems on a PSN account registered in the same country, and Sony performs no currency conversion — a German code will not work on a French account even though both sit inside Europe. One constraint makes this stricter than Steam or Xbox and is worth stating plainly: a PlayStation Network account's country is fixed at creation and cannot be changed later. There is no settings page to switch it, and Sony support will not convert a code between countries.
