How is this different from the Xbox Game Pass card you also sell?

Two different products. Game Pass is a subscription code: it grants a fixed run of months on the Game Pass library and nothing else. This card is store credit — money in the Microsoft account, spendable on anything the Xbox store sells: full games, DLC, in-game currency, apps, films… and Game Pass if that is what you want. If you know you want Game Pass specifically, the subscription card is usually the better value; if you want freedom, buy credit.

Is the card region-locked?

Yes. Xbox and Microsoft gift cards must match the region set on the Microsoft account. A card bought for one country cannot be redeemed on an account registered in another, and Microsoft support cannot change a card's region or convert it. Check your account's country before choosing a variant.

Can I just change my Microsoft account region to match?
