The credit lives on the Meta account, not on the headset. That is a useful property: it survives a factory reset, a resold Quest 2 replaced by a Quest 3S, or a headset shared between family profiles, because whoever signs in with that account carries the balance with them. Cards stack, so several codes can sit on one account and drain in order, and any shortfall on a purchase is settled with the payment method on file.
